Saint George, UT Saint George, UT Full-time Full-time From $4,892 a month From $4,892 a month 9 days ago 9 days ago 9 days ago GENERAL PURPOSE The primary objective of this position shall be to build capacity in cities and towns by training and advising mayors, council members, and in-house staff on best practices and policy considerations.
To provide professional support and assistance to the staff, Mayor, or Elected Body (CITY LEADERS) of a city or Town (CITY) while representing all programs within Five County AOG.
Perform a variety of specialized job duties as assigned to support the vision and mission of the Local Administrative Advisor (LAA) program and Five County AOG.
Provide project management, oversight, and analysis of a unique and specialized nature in a variety of city programs.
Coordination with multiple public agencies as needed to complete assignments.
Utilize and support the programs within Five County AOG by working with the program directors in community outreach and support.
Liaison with both public and private sector entities and provide administrative advisory support to local government entities, as assigned by the ULCT and/or AOG.
ESSENTIAL JOB FUNCTIONS Advise city leaders as directed by the AOG on issues including, but not limited to personnel matters, relationships with other public entities, possible pending legislation, budget, agendas, resolutions and ordinances, and policies and procedures.
Facilitate discussions with city leaders as directed to help with creating a vision, goals, objectives, and measurable outcomes for a given community.
Help city leaders in coordinating and conducting personnel hiring, performance management, coaching, and creating personnel policies and procedures.
Hold regular meetings with the AOG to facilitate the reporting of tasks assigned, review directions of city leaders, make assignments, and share information.
Create progress reports on assignments and projects regularly.
Complete all reports as required by ULCT or AOG to meet LAA Program requirements by the State.
Work directly with the CITY LEADERS on day-to-day issues as requested, special projects, and urgent problems to craft solutions and implement or improve programs.
Advise and/or make recommendations to city leaders using best practices as to resolving public inquiries and complaints regarding services, facilities, and policies.
Help city leaders in coordinating and conducting personnel hiring, performance management, coaching, and creating personnel policies and procedures.
Conduct internal investigations; examine records of any CITY program or function as assigned to assure integrity of operations and prevent impropriety.
Ensure timely communication, verbal and written with city leaders related to assignments and with AOG supervisor and/or ULCT.
As assigned, establish and monitor city budgets to accomplish goals and objectives for state compliance, including status reviews to encourage the meeting of city-wide needs and public accountability.
Recommend strategies for financial and technical assistance in helping to facilitate grants of all types including, if needed, making grant compliance reports.
Chair and/or participate on city standing and ad hoc committees as assigned.
Attend, participate, and make presentations at city meetings.
Complete assignments as requested by city leaders as approved by AOG Executive Director, ULCT or Designee.
Conduct all work in compliance with the Utah Municipal Officer's and Employees' Ethics Act (U.
C.
A.
10-3-1301 et seq.
) and the International City/County Management Association's Code of Ethics, as adopted by the Utah City/County Management Association.
Conduct work assignments as outlined in the AOG and ULCT Local Administrative Advisor Grant Agreement; specifically, Attachment A, Scope of Work, Section 1 through 7 including all subsections a-n.
Develop and implement internship opportunities within the scope of the LAA program.
Perform other duties as assigned.
All or most of the essential job duties may be performed from a remote location.

Bachelor's degree from an accredited school in a related field AND Five (5) years of progressively responsible experience as a manager in municipal government Preferred:
Master's Degree from an accredited school in a related field AND Five (5) years of progressively responsible experience as a manager in municipal government Special
Qualifications:
Valid Utah Class D Driver License KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of management theory, methods, and practices; municipal and fiscal accounting principles, practices, and procedures; municipal organizations and department operations including applicable laws and regulations; budgeting, accounting, and related statistical procedures; various revenue sources available to local governments including state and federal sources.
Knowledge of state laws as they apply to city management practices, human resource management practices and procedures.
Ability to resolve disputes and complaints from the public.
Ability to analyze a variety of financial problems and make decisions; coordinate a variety of intra- governmental policy matters between governing body and department heads; plan, organize, direct, and supervise the work of professional and administrative subordinates; communicate effectively verbally and in writing; establish and maintain effective working relationships with CITY LEADERS, intergovernmental agencies, and the public.
WORKING CONDITIONS:
Moderate physical effort, comfortable working conditions, and handling of light to moderate weights.
Intermittent sitting, standing, and walking.
Common eye, hand finger and dexterity are needed.
Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking, and creative problem solving.
Travel required in normal course of job performance.
May be required to respond to incident scenes.
Subject to extended exposure to computer monitors.
Considerable exposure to stressful situations due to human behavior and deadlines.
May be required to work non-traditional hours.
